Help Loving Wife & Mother Rehab After Stroke

You know her as the lovely crossing guard on Potomac and Broadway in Dormont. The one that waves to all, including passing cars. The one that knows your and your childrens' names. We know her as the best mother in the world.
Our Mother (Carole) suffered a stroke on 2/10/21. She's unable to take care of herself and her husband of 49 years (our father Jim) is nearly physically and emotionally unable to assist her. Myself and my sister Lisa spend rotating and overlapping shifts with them so they have support 24/7 however, Mom is refusing to eat, refusing to take her meds, refusing to drink liquids and is even refusing to sleep. We've been told Dad's insurance may not cover long term rehabilitation at a neurological center and may not even cover in-home nursing care.
The pandemic has ravaged us all. That being said, us "kids," one having to work and one having to homeschool 3 children, is making care impossible. We're untrained, unqualified and we cannot give her and my father the assistance they need. This is ripping through our family like a tsunami. We need professional assistance or placement for mom to get her mind back.
While Mom is technically well enough to be home, she doesn't wish to be here. I do not mean at this house, I mean on earth. She is refusing everything (meds, food, liquids, sleep) as she told us she "wants to get it over with fast." If you know her, please help her as she's a treasure of a woman and the best wife, mother, grandmother and crossing guard the world has ever seen.
I have no idea the cost of care or the level / length such will be needed however, anything you can assist with will be appreciated. She'll kill me upon recovery knowing that I did this (Dad doesn't know either) but unfortunately, it is needed.
