Legal Battle Ensues To Re Claim My Stolen Dog?!

I am looking for your support to pay the legal fees and expenses to fight to get my dog back.
He was lost/stolen 7 years ago and was recently found wandering the street. He was taken to a vet who scanned him for a microchip identification. The chip led them to me, as expected. HOWEVER, I DID NOT GET my dog back. I am now forced to get a lawyer to fight to get MY dog back.

Every dog owner believes that if you have your dog identified with a tattoo or microchip you will get your dog back if it ever gets lost and was then found. I did. This story should have ended that way!
BUT IT DIDN'T. BEAUMONT ALBERTA MUNICIPAL ENFORCEMENT OFFICER Davinder GAVE MY MICROCHIPPED DOG TO SOMEONE ELSE, AFTER KNOWING HE WAS MY DOG!!!

Zamboni's Story.
April 2013 My dog Zamboni disappeared from a secured yard in Edmonton Alberta. He was never seen again. Despite many efforts to find him there was never a clue what had happened to him. I was devastated.
Fast forward 7 years, June 29th, 2020 I get a phone call that Zamboni has been found! I was ready to go pick up my boy who is now 12 years old. I don't want to waste any more time.
The next phone call I get is a bylaw officer telling me that they have decided to return my dog to a local family that has had him all this time. I am beyond confused and missing him more than ever.

THIS IS SO WRONG!
The Beaumont bylaws are very clear stating the dog will be released to the "owner" with proof of ownership. I had that proof, this family did not. This family could have been involved in his disappearance. HOW COULD THIS OFFICER JUST GIVE MY DOG TO THEM??? I did everything a responsible pet owner is supposed to do.

Only with your help can I get my senior dog back home with his family. I have to be mindful of the time and do everything I can to get him home asap, because he is now a senior. 

I purchased Zamboni as a puppy.  He is a well trained CKC registered pure bred Staffordshire Bull Terrier. He loves to play fetch and frisbee and loves swimming.
He was 5 years old when he disappeared.

Any money donated that is above what is required will be split 50/50 and donated to two dog rescues.  Hull's Haven Border Collie Rescue and Before the Bridge Senior K9 Rescue.
